This was revealed by Finance Minister, Matia Kasaija while presenting the National budget of 40.48 trillion shillings for financial year 2019/2020 at the Serena Conference centre.
A total of 1,385 out of the 104,243 registered candidates did not turn up for exams, a slight drop from the 1,421 absentees registered in 2015, according to figures released by Uganda National Examinations Board--UNEB.
Timothy Kakuru, the Deputy Head teacher Busoro Primary School, says school inspection has been inconsistent in the school, giving rise to teacher absenteeism. Kakuru wants district authorities to take action against the inspectors, whom he says are earning tax payers money, without performing their required responsibilities.
However, a few teachers have shown innovations in attempting to improve quality of performance among both the pupils and teachers, both in primary and secondary schools, though only with support of individual schools.
The parents and teachers of the school have unanimously passed a vote of no confidence in the school's head teacher Moses Ssewava. They accuse Ssewava of chronic absenteeism, mistreatment of staff and immorality.
Three teachers of Kasaala Church of Uganda Primary School in Luweero are facing dismissal for chronic absenteeism and neglect of duty. The teachers are Sarah Tumusime, Robert Tenywa and Scovia Gayita.
