Justice Ralph Ochan, the Chairperson Public Service Commission says that inadequate funding of the commission has caused failures in meeting the human resource gaps within the public service in line with the approved staff structures. He adds that the commission experienced a shortfall and has failed to pay gratuity to retired staff.
