The Deputy Speaker of Mbale City, Abdallah Magambo told the Minister that the council has never approved the budget estimates. He explained that the council was not fully constituted when the estimates were laid before the council.
Mukiibi carried the pigs, one by one as he handed them over to the respective beneficiaries. He defended his action, saying that as a leader he had to lead by example and ensure the pigs reach the right people.
