At midnight tonight Uganda shall become Independent. We shall have a Uganda flag, a National Anthem and Coat of Arms. These will be symbols, but independence does not begin and end with the selection and raising of a flag, the singing of a National Anthem and the display of a Coat of Arms. Our independence shall mean great responsibilities for all of us without exception.
A new debate has ensued among Civil Society Organizations in post Conflict Northern Uganda over the design of the third phase of the Peace Recovery and Development Plan (PRDP-3). The first five years of the plan focused more on development of roads, schools, health centres, and clean and safe water sources among others.
It has emerged that the Ugandan People's Defence Forces (UPDF) turned down a request by the United Nations to take over a peace keeping mission in Central African Republic (CAR).
