Police says preliminary findings indicate that the fire was sparked off by an electric short circuit in one of the affected premises. This is the sixth time that fire is affecting traders in Elegu border point over the past three years.
The charges stem from the chaos that dominated the last day of campaigns ahead of the Arua Municipality by-election in August 2018 leading to the arrest of several members of the opposition.
Elwelu became a household name in 2016, when, as the commander of the second division based in Rwenzori region, masterminded the raid on Rwenzururu Kingdoms Buhikira Palace which culminated into the death of more than 100 people.
