Raymond Ochan, the Pandwong Division chairperson says Kitgum district is unwilling to associate with any cult practices that may confuse communities to take up arms against an elected government, as it was the case with former Holy Spirit rebel leader, Alice Lakwena and her father Severino Lukoya.
