The Bill seeks to provide a legal framework for the national response to HIV, as well as protect the rights of individuals affected by HIV. Its passing was delayed last month by a lack of quorum in Parliament. The bill had been contested by members of the public, human rights and HIV rights advocates who claim that the HIV Prevention and Control bill has clauses that could deter the fight against the epidemic.
