Justice Owiny-Dollo who on Monday opened the Court of Appeal regional session at Masaka High Court premises, noted that the available manpower cannot handle the overwhelming numbers of appeal files in the system in a timely manner, thereby asking attorneys to always be mindful of the underlying operational challenges and avoid overstretching the judges.
It is estimated that there are over 1 million people with hearing impairments in Uganda. But less than 500,000 of them are able to receive services in hospitals, schools, police stations and local governments due to language barriers.
The Ugandan team is headed by Foreign Affairs minister Sam Kutesa while Richard Sezibera, the Rwanda minister of foreign affairs, will lead the Kigali team.
