Last week, the Senior Assistant Town Clerk Dorcus Asinduru, wrote to the tenderer Hajj Gule Musa halting the collection on grounds of breach of contract for refusing to remit 20 Million Shillings to the division.
Kitgum was ranked the best among the 21 other municipalities on performance measures under phase two of the project. The ranking followed an annual assessment conducted by KPMG consultancy firm contracted by the world Bank.
The wall, 120metres long and 2 metres deep, is expected to protect the road from flooding due to increasing water levels of Lake Victoria, as experienced mid this year.
