Alfred Besigensi, acting Kabale District Health Officer confirms that they had projected to get 5,860 HIV victims but they were shocked when the number of victims went beyond up to 8,921, 52% more that was expected. However on a positive note, 99.9999% of them are already on ARV therapy.
