In his November, 9th, 2022 letter, Odongo alleges that the district released Shillings 1.4 million to the education department in fuel facilitation and another Shillings 534,000 as transport facilitation to Alanyo, Filder Rose Lalam, the Counseling and guidance officer, and Nelson Odong, a driver to deliver the materials to the beneficiary schools.
Pader District Vice Chairperson Justin Ocen says the move is in fulfilment of a circular by the education ministry to districts to appoint substantive officers in all primary schools and to elevate those who have been serving in acting and caretaker positions.

The forms were part of 50 slots issued annually to the district before each academic year by Kampala International University- KIU and Kampala Metropolitan University to disadvantaged students under the recommendation of the District Executive Committee.
The district with 117 primary schools and a population of over 45,000 learners have only 831 teachers with each school having an average of four to seven teachers.
The suspects were apprehended on Monday following a tip-off from residents who acted on suspicion when people purported to be thieves were seen the previous night ferrying iron sheets from the school. Upon inquiries, it was discovered that the padlock to the school store had no sign of breakage yet the keys were always in the head teacher's possession.
