The resolution was based on a motion moved by Enock Byakagaba, the Councillor representing Bazaar Ward, backed by Charles Mayanja, the councillor of Kitumba ward in East Division, Fort Portal Municipality. It was made during a council meeting held Friday at the municipal council offices in Boma.
Mityana Chief Administrative Officer James Nkata told Uganda Radio Network that the salaries were withheld as an internal tool to check on persons who wanted to be paid for no work done. Nkata says that he invoked powers vested in his office by the Public Service Standing Orders, permitting him to withhold salaries of staff that abscond from duty.
Area leaders were particularly disturbed by the theft of the CD4 machine which is used for testing HIV blood samples and determining stages of HIV infection before persons living with HIV are enrolled for Anti-Retroviral therapy.
