Geoffrey Eling Owera, the Finance Secretary attributes the budget shortfall to Covid-19 pandemic which affected local government revenue collections. Eling told council that the district only managed to raise 20% of planned local revenue in the last financial year which was interrupted by Covid-19.
The two are locked in a land row over location of the site for district headquarters that is under construction in Kidepo Town Council. The site is allegedly situated inside part of the 956 square kilometres set aside as Karenga Community Wildlife Management Area, a protected area managed by Ateker Safari LTD, formerly known as Karamoja Safari LTD following an agreement with UWA.
Simon Peter Ocen, the Gulu District Senior Finance Officer, told URN in an interview that they have only collected Shillings 560 million out of the projected Shillings 1.7 billion in local revenue.
