Amos Hakizimana, the Kisoro District Speaker, says that when PAC implicated Ngabo for having misused the money and recommended that he should refund it, they felt happy knowing that corruption is being fought in the district.
Passing of the resolution created a public uproar especially by environment and tourism activists condemning the act and arguing that the resolution compromises nature and a tourism asset, and accused councilors of passing a resolution with a hidden agenda of greed to grab many of the stalls in the modern market.
During the council session that was held on Friday at Virunga Hotel, Municipality Mayor, Richard Ndyana explained that the Production and Marketing Committee which sat on 16th this month resolved to have the market constructed at the Mayor's gardens because the land is enough and strategic.

Kakiga accused Bizimana for secretly conniving with the former Kisoro Chief Administrative Officer, the late Wilson Tibugyenda in 2016 and signed a Memorandum of Understating with Kigezi Highland Tea Company Limited to lease a tea plantation belonging to the district for 30 years.
Residents use the 12.2-kilometer road to transport their agricultural produce from Nyarusiza Sub County to Kisoro town. The road is also used by tourists to Muhabuura Volcano and to Mgahinga Gorilla Park.
Bizimanas troubles stem from recent media statements in which he mentioned that councilors in Kisoro district local government were collaborators of the M23, a rebel movement whose ex-combatants had sought refuge in districts neighboring the Democratic Republic of Congo.
Wilson Tibugyenda, the Kisoro District Chief Administrative Officer, says his office is investigating complaints of extortion against some community development officers, which he is responsible for the delayed disbursement of the money.
It all started after John Nizeyimana Kamara, the Bufumbira North Member of parliament accused Milton Bazanye Mutabazi, the Kisoro LC V chairperson of misusing funds meant for tea growing in the district.
