Ejwau, the Oriamo sub-county male councillor, says that his sub-county continues to seek health services from Alwa, the mother sub-county. He says that more than 15,000 people are cut off by rising water levels from Lake Kyoga.
The council meeting was pushed to Wednesday, next week after it emerged that Rogers Ejotu, the Clerk to Council in Kaberamaido didn't do his job of preparing documents and reports for councilors to deliberate on during the meeting. Ejotu is reported to have travelled to Soroti for a workshop, according his boss, John Stephen Kasada, the Chief Administrative Officer- CAO of Kaberamaido.
The officers include Norman Etolu, the Parish Chief in Kobulubulu Sub County, Geofringo Geofrey Egadu, the Parish Chief in Aperkira Sub County and Raymond Eboyu a.k.a Charles Raymond Elyau, the Assistant Accountant, Ochero sub County. Etolu and Egadu are accused of forging diploma papers to get jobs as Parish Chiefs while Eboyu is accused of living and working under impersonation for 37 years.
Stanley Eroku, the Spokesperson Statehouse Anti- Corruption Unit, says the CAO fled arrest when the unit interrogated officers from Lango sub region last year.
“He has been hiding since March last year but we managed to arrest him yesterday. He will be produced to court soon and details of his case shall be availed shortly”, Eroku said on phone.
Like Jackson Abong Abwangamoi, the Deputy Chief Administrative Officer in Kaberamaido attributes the salary issues to the wage shortfalls, which he notes is not matching with the recruited staff. He revealed that some staff are likely to go up to March, 2020 without salary if no immediate action is taken.
The district estimated collections worth 376 million Shillings in the financial year 2019-2020, with quarterly allocations of 94 million Shillings. However, only 72 million Shillings was realized in the first quarter of the year, creating a shortfall of 22 million Shillings.
Okello was given a third chance to nominate another candidate and nominated Moses Oriada. He garnered four votes against six. The election for the District Education and Health Secretary was then postponed until the next council meeting.
Mzee Emmanuel Eyaru, one of the residents claimed that while traveling back to Kaberamaido from Soroti early last month they were stopped at a roadblock by cops who asked each passenger for money before they allowed them to proceed with their journey.
