Councillors led by Denis Muhumuza the councillor Itojo sub-County said that the council was not ready to approve the budget without the breakdown of the funds. He says that they need to know how much has been allocated to each department and how it will be utilized.
The town council which is known for booming business in onions attracts thousands of people from Rwanda, Tanzania, Kenya, Southern Sudan and Burundi among others.However, most of the structures in the town council are unplanned.
The move to have the chief administrative officer immediately transferred followed heated arguments with the councilors accusing the office of the chief administrative officer of tampering with the 43 billion shillings budget,Failing to cut old trees and replanting new ones at the district headquarters, disposing of old vehicles in the district yard and old beds at Itojo hospital among other issues.
The Ntungamo LC V Vice Chairperson, Sakina Ampaire said the district leadership has already instructed a team led by the Chief Administrative Officer, Kweyamba Ruhemba to come up with a comprehensive report on the state of the stadium and how best to address the challenges at the facility.
Early this year, the Ministry of Public Service issued guidelines banning sleeveless, transparent and tight clothing for non-uniformed officers in Public Service. Public Service Permanent Secretary Catherine Bitarakwate Musingwiire said that the guidelines were in line with the Public Service Standing Orders.
Although only 163 people had cast their votes out of the 176 persons on the register, the results indicated that there were 184 ballot papers in the box. This implied that a total of 20 ballot papers had been stuffed into the ballot box.
