Dr. Amina Hersi Moghe, the chief executive officer of Atiak Sugar, a subsidiary of Horyal Investment Company Limited in Amuru district, says regional sugar dealers are exploiting the absence of a regulatory framework to manipulate the sugar market. She says the dealers dump millions of metric tons of sugar destined for markets in Democratic Republic of Congo and South Sudan in Uganda annually.
