The first session of the August House commenced on May 24th, 2021 under the late former Speaker of parliament, Jacob Oulanya L’Okori who succumbed to cancer on March 20th, 2022 after presiding over Parliament for only nine months.
Parliament enacted the HIV Prevention and Control Act in 2014, and the law was operationalized in 2018 enabling the Government to levy 2 per cent of total annual tax levies on alcohol and soft drinks to generate 9.149 billion Shillings to be channeled to the Trust Fund.
In his latest audit report, the Auditor General, John Muwanga considered payroll management in Regional Referral Hospitals a key audit matter and identified unrealistic budgeting for employees and pension costs, under absorption of wage funds, delayed access to the payroll, overpayment of salaries, non-payment of salary and pension arrears as cross-cutting risks.
