The Speaker of Parliament is of the view that the law has served the elite at the expense of the uneducated rural populace. But the right to access to Information activists say parliament has not played its oversight function to ensure that the law is implemented as envisaged in 2005 when it was enacted.
Attorney General, Kiryowa Kiwanuka said that it was an error on the part of the government not to inform the Office of the Speaker but everything is being done to make sure that the legislators are treated within the law.
During the plenary, Mpuuga raised a procedural concern questioning whether the Speaker had been notified about the re-arrests of the MPs. He also noted that the MPs had been denied access to their immediate family and that it cannot be business as normal when such violations are going on.
