Kabanda had been rescued after burning himself on September 13, 2020, following a failed attempt to recover his impounded motorcycle Reg No UDU-610H. The motorcycle was impounded by Kireka Police team who found riding in violation of the curfew hours.
Two days ago information emerged that soldiers had surrounded the home of Kibalama found in Nansana municipality in Wakiso district and had taken him to unknown location with his known cell phone switched off.
Only a staff deployed as data clerk at the prisons regional office was in the office this morning while the rest of the team was locked up at Moroto Prison premises. Since Thursday, access to Moroto Prisons has been restricted, with tight security comprising four officers manning the main gate at day time. This is different from the other ordinary days where one person would be seen at the gate.

According to the residents, the heavy deployment is scaring them since they are now being denied access to the forest reserve. They say no one is currently allowed to step even at the entrance of the forest reserve since Wednesday this week
The patients from Kitgum District had been denied admission at the referral treatment unit on Monday due to space limitations. On Thursday, they travelled to Gulu from where the Ministry of Health had sent a bus to transport them to treatment facilities in Kampala.
