The residents include Justine Odieny and John Ebwongu, both residents of Amoru Cell, Kokas Opolot of Onyakai Cell and Patrick Aporu of Omagoro Cell, in Soroti West Division. They were allegedly beaten on July 16, 2021, by soldiers who were acting on the orders of the RDC during an operation in Arapai shortly after 5 p.m.
Anthony Oyuru, the Oculoi sub-county LC V councilor says that many youths in the area are now addicted to smoking marijuana, which has fueled crime. Oyuru says the police in Oculoi are overwhelmed with cases of assault as drunken youth fight over every small disagreement.

David Ongom Mudong, the East Kyoga Region Police Spokesman, says the purpose of the inspection is to reduce road carnage during this festive season. He explains that all vehicles violating traffic regulations will be impounded and owners charged accordingly.

Michael Odongo, the East Kyoga Regional Police Spokesman says the security guards were arrested because of contradictory statements recorded from them after the incident. He explained that while one guard claims the robbers attacked both of them before accessing the bank, the other states a different version.
