Charles Twine, CID spokesperson, has identified the suspect as Allan Hirya Kabooli the mastermind of the plot that created fake Red Cross job adverts that circulated on social media with intention of defrauding unsuspecting job seekers.
According to data gathered by Criminal Investigations Directorate (CID) 1,154 pedestrians were set free after being cautioned, 142 were given police bond and while 252 who were singled out as repeated offenders were arraigned before courts of law.

Museveni unveiled the 12-point plan program following the murder of then Arua Municipality MP Ibrahim Abiriga.
