Officials also complained after realizing that the contractor had not considered the toilet of Peoples with Disabilities (PWD)s’ on the ground floor. Municipal Mayor Byamugisha says that constructing a toilet on top of a kitchen creates negative physiological irritation on people cooking in the kitchen especially when a person flushes after using of the toilet.
