In the 2019/2020 financial year, Gulu City then, a Municipality projected to collect Shillings 4.8billion in local revenue but only realized Shillings 1.6billion. In the 2020/2021 financial year, Gulu City only collected Shillings 1.8billion out of the projected Shillings 4.7billion.
