William Komakech, the Kitgum Resident District Commissioner, says the disagreement between the two firms has greatly affected the progress of the work. Komakech says the poor working relationship between the firms visibly manifest by quarrels in their site meetings.
Geoffrey Matovu, the Regional Inspectorate Officer in Gulu, says Obwoya was arrested together with the operator of wheel loader, Onex Otim. According to Matovu, they received a complaint from the local community on May 2018 and launched investigations.
