According the six candidates and representatives who turned up for a 2021 election harmonization meeting at the EC head offices in Kampala, they say EC has condemned some candidates, political parties and their supporters while others are left to hold processions uninterrupted.

Enanga said that some presidential candidates are holding meetings in places that are outside their campaign schedule issued by the Electoral Commission. He said such meetings must be broken up and any commander who allows them to go on shall be subjected to disciplinary action.
According to Muntu's schedule for Monday, November 16th, 2020, he will campaign in Rakai, Kyotera and Kalangala.
However, some of the residents who spoke to Uganda Radio Network noted that they were learning about the schedule for the first time.

President Yoweri Museveni will campaign in Gulu City on Monday before heading to neighbouring Kitgum District. However, Museveni faces a big hurdle to retain and attract more support over the unfulfilled pledges to the area.
