The position of FDC to support NUP leadership debunks claims on different media platforms that have been indicating that FDC as a party is not planning to work with NUP during its term as the main opposition party.
Kadaga’s journey at the helm of the legislature came to an end on Monday when she was defeated by her former deputy Jacob Oulanyah. Oulanyah who was fronted by the NRM CEC polled 310 votes while Kadaga who chose to contest as an independent candidate polled 197 votes.
Breaking with protocol, President Museveni said a new government has not yet been appointed into place because they need parliament to sit and vet the appointees that is why he had to sign the agreements witnessed by the Speaker and Deputy Speaker. Former Ministers including Same Kutesa who was invited as MC, Gen. Katumba Wamala and former Attorney General William Byaruhanga were invited as guests.
The events of 2011 and 2016 are a direct contrast to what transpired in parliament on Monday as MPs voted for the speaker and deputy speaker. For the speaker race, Ssemujju Ibrahim Nganda, the immediate former opposition chief whip was contesting against two candidates both members of the NRM. Jacob Oulanyah, the official candidate of the party and Rebecca Kadaga who defied her party to contest as an independent. Oulanyah carried the day with 310 votes against Kadaga’s 197 votes. Ssemujju only managed a paltry 15 votes.
Uganda Radio Network spoke to some of the staff on and off the record with many, saying that they don’t know what to do next. Stephen Bingi, a photographer attached to the speaker’s office who is on contract, says that the mood is low in the entire building especially for the people who have been working in the speaker’s office.
Maj Gen Kyanda says that because most of the crimes are for monetary purposes and not a responsibility of a specific government, they become hard to fight, hence the need for trust and the sharing of intelligence between countries.
The Chairman of the Uganda Transport Development Agency- UTRADA Mustafa Mayambala says they also need to resort the issues of leadership at stages outside the Park. At Burton street there is a Bweyogerere stage just like there is in the Old Taxi Park.
The contest is mainly between Omoro County MP Jacob Oulanyah who has been serving as Deputy Speaker in the Tenth Parliament and Kamuli Woman MP Rebecca Kadaga who has also been serving as Speaker in the previous parliament. Both candidates are from the ruling National Resistance Movement -NRM party but Kadaga chose to contest as an independent candidate after her party offered the flag to Oulanyah.
Kadaga told journalists at a Hotel Africana Press Conference that while her NRM Party has decided to field her former Deputy, Jacob Oulanyah for the position, she will also exercise her right to run as an Independent candidate when Parliament meets tomorrow to elect Speaker and Deputy Speaker.
Oulanyah was reportedly a favourite candidate from Saturday evening when CEC adjourned to today. However, some members requested that the decision be made Sunday, and following lengthy deliberations this morning, a majority of CEC members backed Oulannyah over Kadaga for the job.
Members who attended the meeting that ended close to 8;30 pm, told URN that although there were proposals that the members spend the night at State House, Entebbe to finalize the matter, many suggested that the meeting be moved to 8 am on Sunday so that both the candidates for the Speaker and Deputy Speaker can be agreed upon.
