Twesigye petitioned Kabale High Court in August 2022 challenging the election of his Northern Division counterpart Verah Tuyizere Tumuheki as the successor of the former Kabale District LC V Chairperson, Patrick Besigye Keihwa on the university council.
Major Jacob Odong, a UPDF officer attached to the Engineering Brigade department was found finalizing the construction. Odong says that the monument was constructed using bricks, cement, concrete, and tiles.
Bonny Tumuranze, the Kigezi region coordinator of the Alliance for National Transition (ANT) party says that because the electoral commission chairman is appointed by the president who is at the same time a candidate in an election, there is no way how such a chairman can lose an election.
The matter stems from an election that was held on June 21 at the district council hall where Tumuheki was elected as the representative of the district on the university council to replace the late Patrick Besigye Keihwa, the former LCV Chairperson who died last year.

In a leaked notice dated 20th November addressed to the electoral commission, Niwagaba and his lawyers, M/S Lukwago and Company Advocates, M/S Barirere Muhangi, and Company advocates, Muhangi indicates that he has withdrawn from handling the case. Muhangi did not give details and explanation behind his withdrawal from the case.
During the hearing at Kabale High Court Mutabazi’s lawyer, Akram Matovu asked the court to summon top officials from the Ministry of Education and Sports, National Council for Higher Education to appear before the court to defend the legitimacy of Bizimana’s academic credentials.
Turyamuhweza petitioned the court saying that there was voter bribery and ballot stuffing. He also accused Muhwezi of conniving with security officials in the district to intimidate and chase away his agents and supporters from polling stations on polling day.
Owebeyi told the fresh affidavits are from witnesses testifying that the polls were a sham. He claims that due to the wrong names on the ballot papers, many voters didn’t participate in the elections while others made the wrong choices.
His Worship Isaac Rukundo granted him a cash bail of 200,000 Shillings and two of his sureties including the pastor of Muhanga Pearl Deliverance Richard Mucunguzi his brother Bruno Mutambuuka each was bonded for 500000 Shillings -not cash.
Derrick Katebire Mugyesera, the NUP Party Secretary-General for Kigezi Region says however much he was ready to stand surety so that Turyasingura is released on bail. He was instead detained at court cells until at around 05:30 PM when police officers signed some papers they refused anybody to see and drove him out of court premises to Kabale central police station in Kabale municipality.
Emmanuel Arineitwe, the district councillor representing Kitumba Sub County was appointed Secretary for Health, Education, Sports and Community-Based Services by the LCV Chairperson Nelson Nshangabasheija.
