The sub-county chairpersons have said that they failed to mobilize all their councillors to attend the function because they received late communication about the day's activities and could not secure transport on time.

The roads in Buvuma are dusty and filled with many potholes. The most affected roads are in Kilongo and Kulume villages, which connect to Buvuma islands.
The Buvuma District LC V Chairperson, Alex Mabirizi, acknowledged the problem of absenteeism. He explained that the workers are expected to work full time but most of them report for work on Tuesday and leave by Thursday, which is affecting service delivery.
