Uganda Radio Network has learnt that Police, the state agency mandated with maintaining law and order, asks for payment from people seeking public order management services at weddings, prayer crusades, exhibitions, football matches and musical concerts.
The officers were cited for asking for bribes, mismanagement of cases, laxity in carrying out investigations and incompetence. Their identitys have however been concealed reportedly to avoid jeopardizing ongoing investigations against them.
Appearing as the fourth prosecution witness in a case in which 14 people are facing trial for masterminding attacks against senior Muslim clerics across the country, Dr Moses Byaruhanga told court that the killers were at a close range of 100cm or less.
