The Auditor-General, John Muwanga’s report on the Embassy’s audited financial statements was tabled before Parliament last week. Muwanga’s qualified opinion notes that the finances of the Embassy were not handled well.
In his response, Charles Namutinda, the Lwengo District Water Engineer told the committee that they diverted Shillings 456Million Shillings from the water department to finance the construction of the district headquarters.
Vivian Nkwanzi, the in charge Rwebisengo health center III, says the facility is struggling to implement primary health care activities such as maternal and child health care education, family planning, immunization against major infectious diseases and the provision of essential drugs, due to lack of funds.

Dr Tumwesigye told the Health Committee led by MP Kenneth Omona that the National Medical Stores (NMS) in the financial year 2011/2012 had planned to procure beds and mattresses for all health facilities in Uganda at a cost of 16 billion shillings. The money was diverted by Ministry of Health to facilitate what it termed priorities and urgent needs worsened by a budget cut off in the fourth quarter hence failure to procure beds.
In 2010, ministry of fisheries with support from the African Development Bank contracted Spencon Company limited to construct an ice making plant at Nakasongola district headquarters at unspecified sum of money.
The reconstructions of toilets for twelve schools in Nakasongola that were swept away by flash floods have hit a snag after the Chief Administrative Officer rejected a directive by ministry of education to divert funds to the exercise.
