Levy Byomuhangi, a resident of Rugarama village in Nyinamuronzi ward, Katuna was arrested by gunmen dressed in Rwandan army uniform at Mushenyi village, Karuhanga parish, Rubaya Sub County, about 20 metres away from Uganda-Rwanda border.
Rukiga District Vice Chairperson Jackson Muganiizi says that the victims were arrested from Kamwezi while crossing back into Uganda from Nyagatare district in Rwanda, where they had gone to visit their relatives. He adds that the three are now detained at Nyagatare district headquarters.
During the meeting at Katuna, it was resolved that Uganda, within one month verifies allegations by the Republic of Rwanda about action from its territory by forces hostile to the Kigali government. If the allegations are proved, the Ugandan government should take all measures to stop it from happening again.
President Museveni stated that he and the Ugandan government has no relations with Nyamwasa and his allies neither is he interested in their conflicts with Kagame.
Museveni says that all he knows is that Nyamwasa fell out with Kagame and fled to South Africa for asylum. He added that he was not aware if Nyamwasa and his allies are passing through Uganda to destabilize Rwanda.
The meeting is part of the resolutions of the quadripartite summit held in Luanda, Angola on February 2, 2020, to mainly resolve a standoff between the two neighbouring countries, which was heightened by the closure of the Rwandan border at Gatuna last year.
The presidents, whose advance teams from either country have already reached Angola, will review the August 2019 peace pact signed by the duo in the same country. It will also be the second time the two presidents have met since last August
Addressing more than 60 diplomats at the home of the Presidency in Kigali on Wednesday evening, Kagame said there were still hundreds of Rwandans in Ugandan jails and that telling his people they were safe in Kampala would be a lie.
There was no communique after the representatives came out of the closed talks at 11:40 p.m. on Friday even when the day had started with hope that there could finally be something to write home. The talks started at 4 p.m.
Obasanjo said that he was in the country earlier in the year and talked to Museveni about ways to resolving the issue and pushed for a quick resolution. He also commended Uganda for releasing up to 32 Rwandans who were in Ugandan prisons.
The development comes amid increased tension between Uganda and Rwanda. For the last one week, the Rwandan border at Gatuna in Kabale, and Chanika, in Kisoro has been closed, blocking entry of hundreds of cargo trucks transiting through the busiest crossing point, to Kigali, and several other destinations.
