Ruyonga, who had held the same office for 15 years, had lost to Rev Willy Kintu Muhanga, an Independent candidate in the 2016 general elections. His loss then, despite being the NRM flag bearer, was attributed to the several controversies that surrounded his leadership and the clashes with councillors which forced him to snub council sessions for close to two years.
According to the highly-guarded minutes of the meeting that was held at Mountains of the Moon Hotel in Fort Portal, which URN has finally accessed, councillors wanted the minister to fund the consultations and also send his technical staff to help on carrying out the task.
Through their lawyers, Byamukama, Kaboneke and Co. Advocates, the leaders argue that the resolution by Kabarole district council to create Fort Portal Tourism City by annexing Karambi Sub County to Fort Portal Municipality was illegal and shouldn’t be considered by the ministry.
