In his February 15, 2022, second budget call circular for finalizing the budget for the 2022/23 financial year to all accounting officers in central and local governments, Ramathan Ggoobi, the Permanent Secretary of Ministry of Finance and Economic Planning, says that he has continuously observed that funds earmarked for staff recruitment are returned to the consolidated fund at end of the financial year resulting from delayed staff recruitment.
