According to a report from Gulu City Engineer, Christo Balmoi Omara, the nonfunctioning streetlights have encountered various technical problems and acts of vandalism.
China Railway 18th Bureau (Group) Co. Ltd commenced construction works on the roads valued at 42.9 Billion shillings on July 23 last year with the project meant to end by October 23 this year.
However, some of the projects which received funding have stalled, raising concerns from district leaders. Some of the projects include the construction of a community access road of 58 million Shillings from Rwot Obilo Health Centre III to Atiaba village and the Institutional greening at Zion Nursery and Primary School worth 22.1 million.
Edward Kiwanuka, the Gulu City Town Clerk says that the fund will construct more than 7 roads in the City totalling 7.788 kilometres. The roads include Oola Lubaro road, Vincent Opiyo road, Francis Barabanawe road, Lakana Odongkara road, Onono road and Nelson Mandela road.
Kevin Omona, a resident in Pece Division says that the abandoned plots have existed for years and the owners should be compelled to sell them off to potential developers.
