Since 2018, the government has not compensated the project-affected persons yet they stopped using their land. The Petroleum Authority of Uganda (PAU) had also promised to start compensation in December 2020 or early January 2021.
The first land which is located on block 21 plot 106 in Rwengabi village in Kabowoya sub-county, Kikuube district, formally the traditional hunting ground of the Omukama measures 20.5 square miles.
More than 200 landing sites in the districts of Hoima, Buliisa and Kikuube were listed for closure by the government, for allegedly facilitating the illegal movement of people to and from the Democratic Republic of Congo at the height of a lockdown occasioned by an outbreak of Coronavirus Disease. The first phase of the process saw at least 61 landing sites closed in May.
Robinah Nabanja, the State Minister of health for General duties says the distribution will be done in phases starting in the border districts and then move to other parts of the country.
The government announced plans to close more than 200 illegal landing sites on the shores of Lake Albert in the districts of Hoima, Kikuube and Buliisa. According to the government, the landing sites are facilitating the illegal entry and exit of Congolese Nationals into the country, many of whom have settled on the sites without any control.
The deceased persons are only identified as Patrick 33, Moses 24, Jakwonga and Olivier 25, all fishermen attached to Kaiso landing site in Tonya Parish Buseruka sub county Hoima district. The fishermen were attacked by a group of eight men armed with three guns, panga's, spears, bows and arrows in November last year.
