Rwot Acana traveled to London in March for personal business but was caught up after the United Kingdom announced a lockdown and grounded all flights in and outside the country as a measure to contain the spread of the COVID-19 pandemic.
The Kitgum Municipal Council Mayor Walter Livings Tooroma says the legislator offered land to accommodate a section of vendors opposing council resolution directing all vendors within the municipality be temporarily accommodated in Pandwong division.
The botched procession was headed by Patrick Obongi Amuriat the FDC party president accompanied by embattled three-time presidential candidate and former FDC party President Rtd. Col. Dr. Kizza Besigye Besigye.
