Otto was hospitalized on Tuesday where he was rushed from Pader District where he collapsed during interrogations in relation to his escape from police custody on January 6th for flouting COVID-19 guidelines and campaigning past 6 pm.
presenting a statement on Wednesday, Otto instead involved in other issues which included Madhvani land in Amuru, issues of Amuru sugar, Land distressed people, incomplete bridges among others, which Kadaga rejected saying they are controversial and don't qualify to be a personal statement.
