Felix Lochale, the LC5 chairperson of Karenga district, highlighted how insecurity, particularly in areas with limited security presence, has severely impacted the PDM program. Parish chiefs are hesitant to access isolated villages to implement the program due to the heightened insecurity.
Natuk was yesterday arrested after joint monitoring on the project by district leaders who were also following the activities of the Youth Livelihood Project. It emerged that many of the members of her group had failed to pay loans they borrowed from the revolving fund.
Karenga District LC V Chairperson, Phillip Lochaale, says that they requested Lokori Sub County to identify and allocate land to the Uganda Police Force for the establishment of a police station in the area to boost security along the border.
The two are locked in a land row over location of the site for district headquarters that is under construction in Kidepo Town Council. The site is allegedly situated inside part of the 956 square kilometres set aside as Karenga Community Wildlife Management Area, a protected area managed by Ateker Safari LTD, formerly known as Karamoja Safari LTD following an agreement with UWA.
The two bodies are locked up in a dispute over ownership of over 10 acres of land where the site for Karenga district headquarters is situated. UWA claims the land hosting the headquarters that are still under construction is a gazzeted area and part of Kidepo National Game Park. Late last year, UWA asked the district authorities to halt construction and demolish the structures but the district has remained adamant saying the land for district headquarters at Nakidiir, in Kidepo Parish belongs to the community.
The Karenga Chief Administrative Officer, Moses Dalili says successful candidates have received their posting instructions and have been inducted on their new assignments.
Kaabong District Service Commission re-advertised the positions in November last year hoping to get applicants in vain. Dalili says the positions require at least nine-year’s experience.
Located in the North-Western part of Kaabong, Karenga district will share a common border with South Sudan, in the area that hosts Kidepo Valley Conservation Area. The community in the area derives its livelihood from subsistence farming, tourism and petty trade.
