These findings are based on data from a mobile phone survey dubbed Sauti za Wananchi where 1,597 young people aged 18 to 34 and 2,900 other respondents were randomly selected from across the country to determine perceptions of the challenges and opportunities for young Ugandans in starting and running businesses.
In Hoima district, 840 million shillings were received to facilitate the operations of the parish development model but Charles Kajura, the district focal person for the Programme says they could not disburse it to the various parishes over a lack of implementation guidelines. In Bukwo district, Resident District Commissioner Hashaka Mpimbaza says that Chief Administrative Officer has failed to disclose how much funds were disbursed for the programme.

Two weeks ago, the government deferred 691 names of beneficiaries from Kitgum Municipality citing a mismatch in details provided on their contacts and National Identity Numbers-NINs.
