Brian Mwesigye, the Ntoroko District Finance and Administration Secretary, says that they couldnt budget for disaster because of the low local revenue base.
The residents say they expected the district council to allocate more funding to key sectors like water, roads and health sectors. The highlighted sectors were allocated 850 million Shillings, 750 million Shillings and 900 million Shillings respectively contrary to a commitment by the district to prioritise service sectors in its budgeting.
However Geoffrey Irumba, the deputy CAO Ntoroko district says that some of the priorities were not undertaken and others partially undertaken due to the reduction of funding from central government and low local revenue collection due to increased tax evasion.
Kennedy Gusaaliire, the Tooro Kingdom Finance Minister says that 170 million shillings will be spent to erect a perimeter fence at Karambi and renovate the mausoleum of the late Patrick Olimi Kaboyo and establish a mausoleum at Kagoma and Burongo.
Residents of Ntoroko district are angry over what they call failure by the district to neglecting priority areas in its 2012/2013 financial year budget. Last week, the district council passed the budget estimates worth 15 billion shillings, out of which 6 billion was allocated to administration.
