The Road had been named after Jal Dastur, an Asian who first came to Uganda in 1923, to work in a cotton ginnery in Kawempe. He was the first person from the Asian community to join the Democratic Party when it was opened to Asians and later settled in Canada when Idi Amin expelled Asians in 1972.
In 2010, the defunct Kampala City Council leased the land occupied by Owino Market to the vendors through their Association in a meeting that was held on February 3rd 2010 at a premium of shillings 4 billion payable in advance, and shillings 200 million as ground rent per annum.
The bill also streamlines roles and responsibilities of different offices, a move which both the Government and opposition think will end the long-standing battles. The initial proposal that sought to rationalize provisions relating to the metropolitan physical planning Authority was deleted from the bill.
