Opiyo had been accused of fraudulently receiving a sum of USD 340,000 (1.2 billion Shillings) through the Chapter Four Uganda, account in Stanbic Bank. The state said that the money was proceeds of crime. Prior to being arraigned in the court, Opiyo had been arrested by security operatives from Kamokya, in the outskirts of Kampala.
In his application, Mpanga asked the court to release Opiyo’s passport to enable him to apply for the US Visa to travel for two important meetings. Mpanga argued that the two meetings are very important to Opiyo because he is a member of the World Movement for Democracy based in Washington DC and Drapper Hills Summer Fellowship Programme at Stanford University in Paloalto California.
Court heard that in June 2013, while employed as Senior Assistant Town Clerk for Katwe - Butego Division in Masaka Municipal Council, Ddamba fraudulently disposed of Division land at Mutuba Musisi Garden in Masaka along Kampala Road.
The court heard that between August and September 2020, they conspired with detective Prossy Candia who was charged in absentia, to commit a felony by destroying cash exhibits of one million Shillings that was required as evidence in a judicial proceeding.
