The Deputy Director of Criminal Investigations Directorate, Francis Olugu told Uganda Radio Network in an interview that the claims that Gen Lokech was behind Otto’s arrest are false. Olugu notes that the cases against Otto occurred between 2018 and 2019 before Gen Lokech joined the Uganda Police Force.
Otto was hospitalized on Tuesday where he was rushed from Pader District where he collapsed during interrogations in relation to his escape from police custody on January 6th for flouting COVID-19 guidelines and campaigning past 6 pm.
Bainomugisha was transferred along with Alfred Omara, the Officer In-charge of Criminal Intelligence and Investigation Department -CIID and Emma Massaba, the Officer In-charge of Pader Central Police station. The transfers were allegedly sanctioned by the Deputy Inspector General of Police, Gen. Paul Lokech about three days ago, according to a police source.
Dusman Okee, the Resident District Commissioner, also the Chairperson Pader COVID-19 Task Force told URN that the dealers have been confined and quarantined under strict security surveillance in their respective trucks because all hotels in the district have been following ongoing fight against the deadly plague.
