According to results of Primary Leaving Examinations for Nakaseke district, atleast 253(4.6%) out of 5547 candidates that sat examinations failed whereas 102 cndidates didn’t turn up.
Data from the Oyam District Education Department indicates that of the 5,670 candidates registered for the PLE in 118 examination centers, 24 girls and 17 boys were absent.
According to Kalule, while serving as the chief invigilator, Lubega would provide exam papers to candidates and then photograph them before sharing soft copies with Bwambale, Woopo, and others who are still at large.
MPs on the Committee of Commissions, Statutory Authorities and State Enterprises – COSASE raised concerns on the returned funds while meeting KCCA technical team led by the Executive Director, Dorothy Kisaka on Thursday.
According to the education ministry, the lists that are used during selection are generated by a computer system that determines where candidates will go depending on their performance and where they placed their choices. However in some cases, some students who do not make good choices end up not having anywhere to go.
"Normally results are released at a neutral environment. Kampala Parents in this instance is not a neutral place. It has a primary class. It is going to be one of the recipients of the results. This makes one wonder whether government has vested interests in the school," Prof Lutalo said.
Jennifer Kalulu Musamba, the Public Relations Officer Uganda National Examination Board- UNEB, says “Scouts became suspicious after they noticed that the pupils sitting the examinations were not the ones that appear on the examination register. They were tipped off when one of them wrote a name that was not on the register and crossed it to write one that appears.”
According to UNEB, random numbers are being used to promote transparency during the marking of the examinations. The numbers provided by the examination body, come enclosed in the examination pouch. Once the pouch is opened, examination officers then provide the number to the sitting candidates. Each examination will have a different random number.
"We understand that these candidates had already paid but the money is somewhere and somebody is keeping it and in due course we shall come to pick it. Not only shall we get this money but we shall also prefer sanctions against sanctions against such people,” Odongo observed.
“You will recall that in 2018, UNEB introduced the use of Random Numbers instead of school names. These numbers were tagged to the school EMIS numbers. From this year, the EMIS numbers will not be used, but actual random numbers generated for each center per paper,” Odongo.
