Hoima Municipal Mayor Mary Grace Mugasa accused the district leadership of frustrating the project, well knowing that possession of the land title is a precondition by the World Bank, before the implementation of the Project, which is funded under phase three of the Uganda Support to Municipal Infrastructure (USMID) program.
Hoima district received a grader, a tipper lorry, a pickup and two motorcycles, but according to Vincent Irumba, the Hoima District roads inspector, all the machines are now nonfunctional. Irumba attributes the breakdown to the poor quality of the machines and the heavy workload.
The land Cruiser Prado registration number LG0220-10 white in color was attached by Masindi High court bailiffs on Monday afternoon. The bailiffs from Supersonic Auctioneers and Court Bailiffs attached the car over the district's failure to pay Ugx 9.16million shillings to Abdulmalik Mugisa, a Hoima businessman.
In Hoima, the political dust is raising and itâ€™s triggered by incumbent district Chairman George Bagonzaâ€™s dramatic turn around to seek re-election in 2016. Bagonza who is serving his 3rd term in office, declared he wonâ€™t seek re-election during his swearing in after the 2011 elections. However, Bagonza has made a U-turn and announced he would still be around to seek his 4th elective term in 2016.
