Patrick Baguma was arrested on Monday afternoon from Kihande cell in the central division of Masindi Municipality by detectives from Masindi central police station who immediately whisked him to Masindi central police station.
According to Masindi RDC Rose Kirabira Kobusinge, the DHO is being accused of among other things, failure to account for public resources, unauthorized use of government resources, making false statements, insubordination, disregard or breach of laws, regulations and procedures causing loss of funds to the government, failure to supervise staff, refusal to comply with lawful instructions and above all failure to comply with performance management requirements.
The health centre was submerged last year following the rising water levels of Lake Albert. The floods also submerged staff quarters, maternity, male and female wards, store, Outpatient Department-OPD and roads leading to facilities.
Recently, the CAO Joanita Nakityo wrote to the Health management to relocate to Watembo UPDF detach where she says there is free and adequate space to accommodate both health workers and patients.
Dr. Nelson Naisye, the Buliisa District Health Officer-DHO, says the hospital lacks essential medicines such as anti-malaria drugs, antibiotics, vaccines and medical supplies such as syringes, gloves, catheters and gauze among others.
