It follows a ban on Facebook imposed by President Yoweri Kaguta Museveni in January 2021, after the social media giant deleted accounts operated by government officials on grounds of seeking to manipulate public debate prior to general polls.
It is emerging that civil servants at different levels have tended to use archaic laws like the Official Secrets Act to deny citizens access to public information and records.
According to the circular dated March 31, the Water Ministry’s Permanent Secretary Alfred Okot Okidi advised all Chief Administrative Officers, to let all planned activities within the water department and focus on ensuring that the population in their respective areas access clean water.
