The first round of negotiations between the Uganda government and the Consortium selected to construct the oil refinery commence this week in Kampala. Sources at the Ministry of Energy reveal that negotiations are scheduled to take place from from 21 to 25 August.
Persons affected by the construction of oil refinery in Buliisa district have formed a committee to coordinate their resettlement. The purpose of the committee, known as Buliisa District Resettlement Coordination Committee DIRCO will be to raise awareness of resettlement requirements and foster cooperation with government and oil companies.
Although it has all along been known that all the affected households will receive new houses, it is emerging that on 49 houses have been provided for.
Prime Minister Amama Mbabazi has told Parliament that Uganda will be ready for oil production in 2016 and that both the oil refinery and pipeline will be complete by 2017.
Government has met with representatives of the companies that bid to construct an oil refinery in Kabaale Parish, Buseruka Sub-County, Hoima District. Energy Minister Irene Muloni says they discussed the proposed project structure, base case configuration and addressable market for the refinery, the relevant Agreements, and the scoring criteria for both technical and financial proposals.
People affected by the imminent construction of a refinery in Hoima district are planning to sue government over what the call unfair compensation. This has come after the complainants failed to get redress from the different institutions they have petitioned, the latest being the January 31st petition to the permanent secretary, Ministry of Energy Kabagambe Kaliisa.
The Uganda government has released the final shortlist of companies and consortia from which one will be picked to build the first phase of the proposed oil refinery.
Government has earmarked at least five billion shillings to begin compensating residents affected by the oil refinery construction in Buseruka Sub County, Hoima district.
