Another resident of Fitina Mbaya who only identified himself as Swaleh, said in July 2019, some SPLA soldiers stormed his shop and picked 3 mobile phones, 2 solar panels, a box of soap, silver fish and seven goats from his home.
Otuke District Police Commander Edson Birema identified the suspects as Lumuge Teko, 25, Nathlineora Linga, 29, Napathia Apakareli, 29, and Apajiwai Kiyonga, 32, all from Kotido district. The suspects are now held at Otuke Central Police Station on charges of theft.
Alex Twesigye a resident of Butobere in Central Division, Kabale Municipality says that last year, he was stopped by the soldiers while on patrol at around 10:00 pm while heading home from Kabale town.Tweisgye says that the soldiers caned him and ordered he gives them money.

In November, armed youth groups of Esyomango syObusinga, a youth group associated with Rwenzururu Kingdom terrorised residents in Karangura sub county. A Uganda People’s Defence Forces (UPDF) soldier is admitted at Iganga main hospital after being sprayed with chloroform by a sex worker at a lodge in Iganga town. The soldier was also robbed of two million shillings.
Pius Mujuzi, the Resident District Commissioner Bundibugyo said that Tugume and the police constable were killed when the more than fifty youths armed with spears and knives attacked the police station. According to Mujuzi, they disarmed Tugume and shot him dead and then went to the station armory, but they were repulsed. One of the attackers was gunned down.
Recent criticisms by the international community had dented the UPDF image as M23 rebels clad in UCP fought in the Democratic Republic of Congo. The now defeated rebels had an outfit almost similar to the UPDF camouflage.
